Prince Ferdinand Locken, the Duke of Reign, was the younger brother of King Sebastian Locken of Libaterra in the Third Age. While the king ruled from Lutherin, the duke resided in Reign which housed the summer palace of the House of Locken. Ferdinand was responsible for the near extermination of the Itica after he began a campaign against them with help from knights loyal to him and backers from the Clergy of Nergal. Ferdinand and the clergy would often influence the more weak-willed Sebastian's decisions, and Ferdinand effectively became a co-ruler of the kingdom in all but name.

By the time Sebastian's son Samiel Locken ascended to the throne after his father's passing, Ferdinand's influence on Libaterran politics lessened, and the Clergy of Nergal fell from the court's favour. The Duke of Reign continued associating with the clergy behind his nephew's back, however, culminating in the assassination of King Samiel and Queen Fara Locken by the Fang during the events of the Rose of the Desert, which sparked the Libaterran Civil War.
