Fallon is an elf who lives in Sanae in Folsworth Woods. He used to be a bard in his youth but his lack of skill eventually made him drift away from the bardic craft. He gave Leon Alcibiates and Pagdade Afraryt magical instruments called the Flute of Taliesin and the Harp of Reynard prior to the Battle of Folsworth Woods when he noticed how skilled the two were as bards. He told them what he knew about the magical properties of the instruments while suggesting that the Grand Alliance could use these instruments for good in the war against Yamato.
Fallon was born in Sanae and became a bard in his youth. However, he never became a skilled player despite decades of practice and thus felt he was not fit for the bardic craft, so he eventually stopped playing. During this time he came into possession of two magical instruments, the Flute of Taliesin and the Harp of Reynard and decided to keep them around until he'd find a worthy enough bard who could make the most out of them.
After helping the elves of Folsworth Woods during the Beastmaster Incident, the Fellowship of Tes Pellaria was allowed to stay in Sanae, and a Grand Alliance was formed, and the elves began gearing for war. The Alliance bards Leon Alcibiates and Pagdade Afraryt performed together in the Royal Crow Inn during these times of preparation, swapping humorous stories and playing songs, to the uproarious amusement of the common room patrons.
Fallon observed Leon and Pag for a while and eventually decided that they were worthy (and skilled) to be called true bards. He approached them after their show, introduced himself and presented them with the magical flute and harp, giving one to Leon and the other to Pag while explaining what little he knew about the instruments. After speaking these words of wisdom, Fallon departed, letting the younger bards to use the instruments as they best saw fit.
