Belial was an infamous rogue Andain who roamed the Land of the Living, having been sired by what Taliesin called "an evil god". He was so well known among his kin that Taliesin used him as an example when he warned Leon Alcibiates to be wary when tracking down Andain because any Andain he met could just as likely turn out to be friend or foe. Belial perished with the other Andain in the Explosion but some mortals would keep using his name, most notably Belial de Ardyn, despite the connotations using such a name would bring.
